Plans to demolish 10 Marine Parade on Budleigh seafront, and build four new apartments in its place, has been refused.
Document 24/1832/FUL asked to demolish the existing house and replace the existing single-family dwelling with four apartments.
The plans were refused by the Budleigh Salterton Town Council planning committee at their monthly meeting on October 9.
It was refused on three points: the first said that the proposal 'lacked' of locally distinctive materials which would 'materially harm' the character and appearance of the Budleigh Salterton Conservation Area.
"The increased width and height of the building, inadequate spatial and visual relief would be provided between adjacent buildings in a manner that would be out of character with the pattern and layout of surrounding development." The refusal document said.
It also said that the proposed retaining walls to the rear garden would have an 'urbanising' effect which would be 'detrimental' to the conservation area.

The proximity of the ground floor bedrooms to the proposed external retaining wall would lead to poor internal levels of daylight within the ground floor apartment.
3. The proposed development does not make adequate provision for the manoeuvring of vehicles within the site and would therefore be likely to result in vehicles reversing onto or manoeuvring on the highway, with consequent risk of additional danger to all users of the road.

Plans for this property were submitted in October, and received 71 comments from residents all of which were objecting to the plans. All comments are also reviewed by the planning committee before the decision. The plans will now be reviewed by district council planning officers.
